Despite the law stating that one caregiver should oversee a maximum of five kids in a nursery and twelve in a kindergarten, staff shortages due to illness or vacations usually make these requirements unattainable. The draft budget, Lawrenz mentioned, fails to supply adequate funds to alleviate the pressure in kindergartens.

Here's a scary fact: if we go by projections, we might lose around 4,000 professionals from the system by 2030, Lawrenz stressed. This drop in population could be a golden opportunity for quality improvement, but it's being squandered.

The planned draft budget has plans for an increase in the state subsidy per kindergarten spot, which would translate to roughly 55 euros according to calculations by the association. However, from the Paritätischer perspective, this is a measly drop in the bucket.

Exhaustion among specialists and limited services, especially during peak hours, are commonly reported by practitioners. Teams are nearing their limit, said Jana Nonne of the Social Pedagogical Projects Consortium.Christina Reißmann from the "Startblock" carrier association also talked about increasing parental contributions and dwindling care times. Many parents are cutting down hours due to higher costs, with direct effects on staff and quality.

So, what's the solution? The Paritätischer Welfare Association is calling for a fundamental overhaul of financing and targeted investments in quality and infrastructure.
