"The escalating number of domestic violence incidents is keeping me up at night," said Lower Saxony's Interior Minister Daniela Behrens (SPD) to local newspapers. "Violence within one's own home is not a personal matter - it's a direct violation of our laws that demands a decisive state response," she underscored.

Tech-Driven Interventions

In an attempt to combat domestic violence, Hesse and Saxony are employing electronic ankle bracelets for perpetrators. These devices monitor the geographical distance between the perpetrator and the threatened individual, triggering an alarm when the perpetrator gets too close. Lower Saxony and other federal states are considering similar regulations. The Spanish model serves as an inspiration, where perpetrators must wear ankle bracelets with GPS receivers carried by both the offender and the victim to track their location. This approach is also being discussed at the federal level in Germany.
