Richard Burrows, infamously known for his vile acts against 24 boys across Cheshire, West Midlands, and West Mercia areas between 1968 and 1995, was finally brought to justice last year.

Lie low and live lavishly became this despicable scout leader and school housemaster's way of life. He took on the alias 'Peter Smith' with the help of a terminally ill acquaintance's stolen identity, enabling him to fraudulently obtain a genuine passport and evade capture for decades.

The trail went cold for an astonishing quarter century until Cheshire police made a groundbreaking move. They manipulated a mugshot of Burrows and ran it through a publicly available AI facial recognition program called PimEyes. After scouring billions of internet photos, this advanced technology unexpectedly matched 'Peter Smith', a British expat living in Thailand. The key to the successful identification was a distinctive mole on both their jaws.

Burrows was arrested at Heathrow Airport in March 2024 upon his return from Thailand. Emails discovered after his arrest revealed that he enjoyed his pampered life on the tropical island of Phuket, describing it as his paradise.

Upon his trial at Chester Crown Court in March 2025, Burrows was found guilty of 54 offences, including indecent assault, buggery, attempted buggery, and indecency with a child. He admitted to another 43 offences, including making indecent images of children and possession of indecent images of children.

Detective Inspector Eleanor Atkinson, who led the investigation, said, "Burrows is a coward. For 27 years, he lived in paradise and didn't give a second thought about the suffering he caused his victims. He thought that by returning to the UK after so long, he could avoid accountability. But we did not forget about him, and nor did his victims."
