Man Found Neglected, Isolated 8-Year-Old Boy in Krasnodar

Officials in Krasnodar, Russia, have intervened after a report of an 8-year-old child exhibiting erratic behavior and throwing debris onto passersby and vehicles from a multi-story building on Karasunskaya Street. The police were dispatched to the scene, accompanied by an ambulance crew.

Upon entering the apartment, authorities discovered a local woman, aged 45, and her son. The woman admitted to living in the apartment while divulging that the boy had neither attended school nor received medical attention. She was also unable to provide any identification documents. The child was subsequently examined by medical personnel.

On May 21, a joint team comprising of representatives from the police, prosecutor's office, social services, commission for minors, and the local clinic conducted an inspection of the family's home.

During the subsequent inspection, the woman impeded the team's efforts and displayed aggressive behavior. Rosgvardiya officers were called in, and upon entry, they found the child emaciated in unsanitary living conditions. The press service of the Russian Ministry of Internal Affairs for Krasnodar confirmed these findings.

The boy is currently receiving rehabilitative care.

Initial reports indicated that the child had not attended kindergarten and was not enrolled in school for the 2024-2025 academic year, having been isolated from society since birth without any interactions with others. The child himself confirmed that he had not left the apartment for several years and his last bath was over a year ago.

Investigators found no food supplies, sleeping or resting area, bedding, clothing, shoes, toys, or books within the apartment.

While broader human rights issues in Russia have been raised, such as instances of illegal detention and mistreatment of minors or vulnerable individuals, they do not directly concern the specific living conditions or socialization situation of the 8-year-old in Krasnodar.
